Short answer
TransUnion is one of the four US credit bureaus, a public company operating under federal law, and about as far from a scam as a company gets. It also has a live regulatory record: in October 2023 it agreed with the FTC and CFPB to pay $15 million over inaccurate tenant-screening reports. Both things are true, and the second is the reason to pay attention to what it holds about you.

Is TransUnion a scam?

What TransUnion actually is
A nationwide consumer reporting agency. It compiles your credit accounts, payment history and public records into a file that lenders, landlords, insurers and employers can buy under defined circumstances, and it sells related screening and marketing products.

Lenders and creditors that furnish account data, public records, and its own screening products. You are in it because companies you did business with reported you, not because you signed up.
Is it legal?

October 2023
TransUnion and a subsidiary agreed to pay $15 million to settle FTC and CFPB charges that they failed to ensure the accuracy of tenant-screening reports, including inaccurate and incomplete eviction records. The settlement comprised $11 million in redress and $4 million in civil penalties, plus required business-process changes.
