Short answer
AnyWho is a legitimate directory brand with no federal enforcement action we could find. Its removal route has moved, and published guidance disagrees about where to: Optery still points at an Intelius suppression URL while Incogni's 2026 guide reports that anywho.com now directs removal requests to Spokeo. We could not test either from here and say so on the guide.

Is it legal?
It states it is not a consumer reporting agency, so its reports may not lawfully be used for employment, tenant, or credit decisions. That label is not self-executing: in September 2023 the FTC penalised TruthFinder and Instant Checkmate $5.8 million for operating as consumer reporting agencies while marketing background reports for screening, so what a site calls itself does not settle the question.
